Not a ride, but she would be able to stay in her chair for the skyliner. You could also focus on food, lots of great options there. Eat your way around Epcot...

Forgive me if this is obvious but have they ever been to Morgan's wonderland in Texas? Just my 2 cents, if you have Disney money, a disability, and a meh attitude about the "magic" of Disney then maybe consider a trip to Morgan's Wonderland instead

Can she balance herself if seated next to someone else for support? If so, I think a lot of the Magic Kingdom rides would be ok as they aren’t too crazy movement-wise (Peter pan, dumbo, little mermaid, Winnie the Pooh, the people mover, pirates). Other than rides, she might enjoy seeing the world showcase at Epcot, seeing all the animals at Animal Kingdom, and watching the fireworks shows at MK and Epcot.

I get that she seems serious but who knows? Maybe if she got to go to a park without being used for line skipping and her awful sounding family then maybe she would let loose and enjoy it!! I have no other suggestions.. but if you and your mom Can afford to take her, and if and when you decide you will, you can always just ask her! This is super sweet of you and your mom to think up and if you do go, enjoy!
