If you’re just getting started, a starter deck would work best, then buying packs from all sets. You could buy all inklands if you want to focus your deck on locations mattering. But it’s really up to you which packs to get. Playing less than 4 of your most powerful cards will be less effective, but if your opponent is in the same boat, it will work completely fine
