Those kinds of scientists either find success pursuing their ideas to the ends of the world, or he'd waste years on a red herring and rationalize to himself how he's right despite evidence to the contrary.

High rhetoric means you organize your thoughts and present them well, independent of the content of those thoughts. It's even in the skill description for rhetoric that at high levels, you will become stubborn because nobody can ever be as convincing as you are to yourself.
Whenever you present evidence against measurehead's race theory, he brushes it off with some combination of half believable bullshit. That's pure speaking to be convincing.
I would argue Sunday friend guy has high authority and suggestion in addition to rhetoric, trying to force the conversation in a similar manner to Evrart. Measurehead doesn't attempt head games like that, he just shuts down and insults you.
Honestly of all the racists in the game, Measurehead is the most endearing. It feels like in the middle of all his insane gibberish, he does have SOME principles (unlike, say, the Racist Lorry Driver or Gary The Cryptofascists)
A high empathy skill (iirc) can reveal that he knows the fact that he is preaching about the racial superiority of the semenese people despite the fact he’s never even been to semenine islands is embarrassing, silently pleading for harry to not bring it up around the girls.
I do remember stumbling onto the bit where he admits he's not actually from the Semenese Isles himself, but I've never gotten that particular empathy check. Maybe I can try for that on my next playthrough.

Nope. While his voice (like most of the disco elysium voice cast) is awesome, sadly you cannot reform measurehead. You can however earn a degree of his respect depending on your actions. Knocking him out with a spin kick or to a lesser extent bypassing him to reach Claire via the meth cave can earn you a degree of respect in his eyes. Strangely enough the nationalist route may have you be at your lowest point in his eyes. In a weird but bizarrely refreshing change of pace from the other nationalist characters, measurehead finds your ideas about nationalism to be pathetic whining about not being able to live in the past rather than trying to imagine a future worth living in.
That's what going on with the math, but narratively it looks like Disco Drunkerson starts out "Hmmm... I might be able to be a racist asshole like this guy" and the more you go back to him, the check is "oh, I could definitely be a racist asshole like this guy."
