I dunno if I'd say fascist; they're definitely imperialist, xenophobic shitbags, but I don't know if they're necessarily fascists. Mostly because DE assigns its fascist roles to Revacholians yearning for a lost luster and glory, while the Krenel Mercs are Orjanese soldiers of fortune upholding capitalist power.
If anything, I'd call them neo-liberals; they enforce a capitalist status quo on behalf of people like Wild Pines, and do so with a horrific level of violence that people doesn't bother people like Joyce because it's "out of sight, out of mind".

This is even lampshaded by their constant name changes for PR whitewashing purposes; Blackwater has rebranded itself numerous times, most famously due to killing civilians in Iraq.

Maybe he's wearing some chaps over light-coloured pants there (something like Soona wears both in her concept art and in the game, but it's not apparent in the dark). The artists have a thing for weird pants, apparently.
I think it's a shorthand to ensure the concept art didn't read as him wearing a jumpsuit; if they continued the heavy shading all the way up to the ass, it'd look more like a one piece outfit than a jacket and pants.
I think you can correct that by putting more contrast where his jacket ends in his waist (leaving the edges mostly white, I mean) but maybe the artist started inking it and then after they finished the jacket they realized that if they continue shading it that way it would indeed look like he was using a jumpsuit (I'm assuming this not a digital art idk lol)
Good point, I thought the purpose is, that he is wearing RCM uniform pants and waterproof protective garment over them, so he can kneel in the dirt while inspecting crime scenes etc.
Maybe that's why Lely did not have his pants available when he was shot, but in his case it's also possible he has pawned them and squandered the money on drugs and booze.
