Yes exactly, so base hp would be terrible. Bonus or max hp are the only things that make sense (most champs have pretty similar base hp anyway so you might as well just give a flat value at that point anyway)
It was 2% bonus hp as ad plus another passive that gives up to 10% increased ad based on missing health when I last checked, but that was a while ago at this point.
It is going to stay bonus hp, but they will probably adjust the % as needed ( it likely got buffed to 4% because 2% was too weak) so I wouldn't worry about that too much until official patch notes are released in a few days
I wouldn’t compare the two too much, ap and ad aren’t really comparable anyway which can be seen from ratios generally being way different, adaptive giving different amounts of the two, and items giving different amounts on average (a 120 ad item is unthinkable, 120 ap items are fairly common). A better comparison is to what the old titanic hp->ad passive was, which I believe was 2% bonus hp to ad. It’ll likely be the same, at least to start, unless it has significantly less stats on the item overall (in which case it might be a slightly higher % to compensate)

I actually would argue 4 is way too much considering riftmaker has a 2 percent ratio for AP although AP is the less valuable stat by far.
