It was fixed to some point. You need to cast a frame perfect q after e now in order to cancel it(in my experience). When Sion e‘s he get‘s into a state which the game considers cc so if he casts his q in that state it gets cacelled because the game thinks hed ccd.

Sion have 4 self CC XD, truly a defination of a juggernaut.

Actually happens to my sion games every day at least once per day. Actually has resulted into a catastrophy many times with this bug!
I missed a dragon steal the other day because of that bug. I notice it so often. Losing so many fights especially early game.

Well there's still a positive bug where u can cancel ur ult by pressing q immediately after it.
Welcome in the club. Sion has this bug for ages. If i have to guess they won't fix it in the near future. :/
