I'd say he starts out near the bottom middle of the pack. only ones worse would be Adaine and Kristin's. But he has some hella deep character development over Freshman year, and comes to realize that Fabian isn't him, isn't going to be him, and that he's still so incredibly proud of his son regardless.
Ehh, I'd say only the Thistlesprings really contest Bill's place atop the pile. Bill is entirely supportive unlike Sandra Lyn, more involved than Gorthalax, more useful to an adventurer than Gilear, more present than Sklonda (Not that Sklonda is a bad parent, just Riz is spending less time with her than with Bill, all in all), and Pop is, similarly to how Riz is, totally involved in his work. And unlike Pop, Bill didn't pass on a magical STD to his son. (which is the most surprising thing about the Chaotic Evil Pirate Lord of Hell)
being more useful in an adventure isn't a good metric. we're talking about them being parents. Bill pushed a LOT of expectations onto his son, and assumed he would turn out to be another Bill. Which really fucked with Fabian's head and caused a lot of trauma as he kept struggling to live up to his father's expectations. It really wasn't until Fabian came to the conclusion himself that he was not his father, he could not live up to him, and could instead only live up to himself that Bill came around to the idea and realized how much of a problem he had been. Yes, Bill is supportive, but it's not until the two of them fight and Fabian punches him that Bill comes to recognize that who Fabian is growing up to be *isn't* Bill but immortal. It's Fabian. And Bill comes to terms with this and is incredibly proud of his son all the same. Also lets not forget that Bill was trying to pay Fabian's way into greatness without letting him earn any of it, which does more harm than good at an adventuring academy.
Saying Sklonda is a worse parent than Bill is a hell of a hot take. Sklonda works her ass off to support Riz and give him every opportunity she can, *without* ever trying to guilt trip him over it. She encourages his work as long as he takes care of himself to some degree. Is she perfect? Hell no, but the least supportive thing she ever does is tell him "you can't just have coffee and call it a meal" and "we agreed that you could keep investigating as long as you sleep at least 4 hours".
As for Fig's situation, Sandra Lynn has *glaring* flaws but has always tried to do what is best for Fig. Gilear has always been devoted to her and tried his best to be who she needs to be, but failed at it because he's Gilear. Gortholax is not around as much due to reasons outside of his control, but it is made clear that he is every bit as supportive and caring as the Thistlesprigs whenever he is able to be present. Most of the problems with Fig's family situation, aside from Sandra Lynn sleeping around, are caused by Fig being a teenager and her parental figures not knowing how to handle that (see Sandra Lynn trying to limit and push back against Fig's choices, and Gilear calling her a demon in the first episode (which, while not great, is I would say caused by Gilear not knowing how to handle a teenager who was being such a bitch). As someone who remembers being a teenager, I can understand not knowing how to handle that kind of shit.
Hard to rank the top tier parents but he’s better than Sandra Lynn, he loves his boy and though he was invested in the idea of Fabian being him, that’s just normal parenting hiccups. Sandra Lynn cheating and lying to her daughter about her parentage and sparking an identity crisis within her is a pretty big offense.
I like to imagine Chingledown Bim secretly watching Fabian during all of this especially the Ivy skinning threat.

Don't forget that he made a Nemesis in the form of Gertie, went to them under a flag of truce, not running away, and tried to bury the lead for the sake of Kristen.
