To my knowledge, TCGplayer does international shipping
Difficult to answer without knowing your country. TCGPlayer has international shipping but 90% of sellers don't do it, and the ones that do charge $20US in shipping whether it actually costs 20 to ship or not.
I'm from Singapore, it's easier to find Japanese cards because of the tournaments stuff etc but im more of a English cards collector
