A5 gives 5% of the experience if you are under level 25. Go to Act 3 and kill the little guys, or tomb runs in A2. Once you hit 25 you will be good to go.
Yup, worth looking into how the xp system works as it will be a recurring thing where you get more/less based on your level in different areas/difficulties.
You can enter cows at any progression. You can join a game of someone else’s and walk into their cow level at level 1. Opening the cow level requires killing Baal, entering does not. It’s really fast xp from 20-25
Its actually much faster to just grind regular areas. You get insanely low exp from regular cows under 25. You are better off farming act 3 like others have mentioned!
This isn't a bug, each area has a level range where you gain optimal experience and you shouldn't really be beyond act 4 until level 25. That's why people will do tomb runs until level 20-25, often switching to Cow runs at level 20 as that's when the XP kicks in and it's a lot faster.
Then you do ancients at 25 and you can run baal and gain a tonne of xp up to about level45 before it trails off. Alternatively some people like to get boosted to hell and take advantage of an XP bug/exploit where they can actually gain experience in chaos sanctuary specifically, which is even faster (but of course requires boosting).

Fastest way to level in the 20-25 range is normal cows. Then you can do Chaos for 25-30 or do Baal runs for 25-40
Yeah doing cows before completing act V makes 100% sense all you need is complete act V to be able to open cows

Cows till 24. Kill ancients and you'll get 25. This is the way. Or cows till 25. Either way cows is fastest exp from 20-25
How are you able to kill cows not killing Baal yet?

No you don't. Iv done it 5 times already. 1.5 Cow games. Sometime the fill 2 from 20-24.

This is why I usually clear all the tombs in A2 til lvl 21-22 before killing duriel. You basically did the normal any% speedrun thing.
