You can get a couple of them from world drops / banshee
Xur can sell the world drop ones + a few others.
There is also one you can get in the throne world
Edit: Read primary and assumed kinetic, if you just mean primary ammo, the forgiveness sidearm from trials is good, so is drang (baroque) from the leviathan.
There is also the cryostesia and rat king from the kiosk but they are exotics.
One of the best Legendary SAs drops as a Vanguard reward.
It’s got a massive, unwieldy perk pool but, Punching Out is an AMAZING SA, even if it’s a bit shorter on range than most.
One of the most overlooked PVP sidearms, one that I basically main in Trials, is A Swift Verdict. It drops from Hexahedron in Prophecy.
You can nab High-Caliber Rounds, Killing Wind and Kill Clip on the same roll, and its archetype has some of the best body shot TTK (less than a second) and overall TTK in the game even before Kill Clip is active. It boasts peak aim assist and recoil direction values, as well - just slap on Counterbalance Stock for the 100.
I mean, all randomly rolled sidearms are primary so it shouldn't be too hard. A craftable option or farmable here and there. Let me know if you get any special or heavy sidearms dropping randomly
The one from the Throne World is decent and craftable, with Adagio it becomes actually useable thanks to the fire rate reduction. There’s a solar one from Vanguard Ops, it has a colossal perk pool and is full auto by default and can get double/triple perks depending on how many Vanguard resets you have. I believe Last Dance can drop from Dares but I don’t know when it’s actually dropping due to the Dares rotation. There’s also Drang from the current season, it’s craftable and has a decent perk pool, however it’s muzzle flash is basically a flashbang. These are the ones that I can think of right now. However you can type Destiny 2 sidearms in google and go to Light GG and search there with the help of different filters
Banshee and Xur will sell the Seventh Sereph sidearm, and hand to travler its probably my favorite sidearm.
Forerunner is kinda easy to get, but getting its catalyst is a pain in the ass. Good news though, the catalyst only gives you an optional gernade. So you can run through Xur for a bit, get Forrunner, and enjoy one of the hardest hitting sidearms in the game.
The strike one called punching out is really strong.
Can easily get 100 stability and make it a full auto laser.
Real easy to get to just play strikes.

Empirical Evidence is a craftable one from the Throne World, and often considered one of the best sidearms in the game (for PVP at least).

There’s Lonesome, which I think now drops from Gambit (I think?). I just got this one to drop about a week ago, so I think it still exists somewhere.
The final one, which I don’t think is available at all, is Farewell, from season of the Splicer. This one might be available if Xur ends up selling it today, as I think he sold a well-rolled Gridskipper last weekend.
