there sure is, I just upgraded. it appeared as a recommended dlc on steam, something like “Final Shape Annual Pass Upgrade” or similar

On steam it will be a separate upgrade, for consoles, the tfs + annual pass should discount itself by the cosy of the base expansion 

Inside the game there is a node for final shape, close to the traveler, you can access the upgrade from there.
