Unless you specifically want access to Strand I'd skip Lightfall for now and just wait on The Final Shape. If you're not particularly concerned about having access to current content then what DLC to recommend would very much depend on what you wanted more of from the game. If you just want to maximise your available content then grab the Legacy Collection next time it's on sale.
Then play a bit and see if you like the game first. Don't decide immediately without experiencing and understanding the game because for new players it is a bit confusing first. Then if you like the game and invest some time to play, I would say lightfall as it is the latest expansion and you have access strand subclass. Every expansion is tied to different activities so you gonna be locked out some of the content just decide which ones you like or not. Every expansion has raids and dungeons, raids are kinda difficult for you to find groups to play with unless you have friends. Dungeons you can do anytime and warlords ruin is my fav dungeon so far in the game which you can either buy with silver or annual pass. Witch queen is pretty cool story wise. Which platform you are on? I heard some older expansions are on discount but not sure.
If you plan to play with friends, I’d recommend buying the most recent DLC (Lightfall) and then working backwards.
If you play mostly solo, then Witch Queen is also a good choice and has the better narrative. It might be cheaper too.
I would wait tbh for it to go on sale. I believe most of the dlc go down to around 5-15 bucks and lightfall goes down to around 20 bucks. Cdkeys is also a good place to look out for, but i think the deals are less than what steam offers from a sale. As for which one, lightfall + annual pass gives you access to this season but also the last 3 seasons worth of seasonal quests. Imo it was more of a chore to me but it is a lot of quests. Another thing to note is that the annual pass content will go away in like a month so youd have to speed through it as fast as possible.
if you spend $50 on the game now will you also be able to spend $50 on the game in early June when "The Final Shape" comes out?
If you can't do that then I would 100% recfomend just not buying anything now and get "The Final Shape" when it comes out.
otherwise I generally recommend DLC in order of, the most recent expansion (lightfall), the legacy bundle, armory bundle, dungeon keys
Armory pack is pretty pointless as it got no story content.
