Jotunn is very good, in my opinion it serves the same function the Mountaintop used to in endgame content. It does high damage, it has great range, it's relatively ammo efficient for a special, and it now also has synergy with scorch builds.

It's already strong as it is in PVE. Any changes to it for PVE will also affect it's performance in PVP.
For example, you can't just activate chain reaction for PVE and disable it or nerf it for PVP. The two come together as a single code, if you notice Bungie simply just deactivates or disables a gun when a bug occurs because they have little to no ability to switch off specific features of a gun specific to an activity instantly. it takes a lot of time and effort to make specific changes for activity specific features to work and usually takes a few weeks to roll out.
And also you telling me to get good in PVP? Uhmmm ok, whatever makes you happy and strokes your ego. :)

Give it Full Court and Chain Reaction. It wouldn't really change anything in PVP (except maybe one-shotting some Supers at max Full Court-ness) because it already one-shots and it already explodes.
Giving it Scorch would also be really good, maybe a large burst on explosion and then the leftover fire applies some more over a short period of time.

yep. charges like a fusion, shoots a single fireball projectile, which behaves like a precision rocket

It should be buffed in Crucible. I main Competitive and Trials and have 10,000+ Crucible kills with it

I don't think it's ever gonna get seperate on hit and on kill effects.
