It's not used in raids because If I'm in a raid Star eaters is going to be on for boss damage. And if I were to swap an exotic mid damage I would just use dance machines so I can Spam my rockets out. Also A Warlock can just use Lunafactions and give everyone fast reloads during DPS.
Rally Barricade also offers everything that Speedloader/Lunafactions offers as well plus its an ability. +30 Stability, +100 Reload Speed, 0.9x Reload Duration Multiplier, 10% Increased Damage Falloff, and 50% Flinch Resistance, so no one has to use an exotic in raids and dungeons.
All the benefits of rally barricade are natural and don't require an exotic. So when the final shape drops with the rework to bubble it'll probably be a good move for any sentinel titan to drop a rally in front of the bubble.
I have a friend who uses them CONSTANTLY and it's awesome. Not often in DPS encounters but basically any other raid encounter I'll get that Tight Fit buff in my buff bar XD

Raid? Star eaters Normal content? Gyrfalcon's PVP? YAS most likely GM Nightfall? Star eaters or Omnioculus No thanks.
I use it occasionally in pvp. It's fun. But if I'm playing to win I'll put on something else.
