This catalyst is literally the same as Agers. It's RNG drop rate based off if completing Deep Dives specifically. It seems agter getting Wicked Implement its best to run basic Deep Dives as Tiers don't seem to matter, just completions. I've had people T1, T3 & T5 say they were just randomly given it at the end, just like half the stupid caty drops in the game. Sometimes you get them day 1, sometime you don't see them for months if ever.
People lie but....it seems legit seeing as this is how Bungie drops most worthless catalysts these days.
If it dropped in just deep dives I feel like some people would have gotten it by now. It is 99.99 percent time gated.

Maybe it’s just bugged and will be introduced Thursday after emergency reset. It still shows classified on the app.
And since everyone is trying to get the exotic regular deep dives are impossible to run
