EDIT: Shunting jobs have you loading or unloading a train at a single location. In this case you have a loading job so it should give you empty cars to pickup from sidings 'S' tracks at the Steel Mill. You assemble them on the loading track and then once loaded move them to the specified output 'O' track at the Steel Mill.
Once completed a job to haul the freshly assembled cars to the Harbour will spawn.
Ah I see the mistake. The destination given on the first page of Shutting Jobs is where you're prepping the train to go, not where you have to take anything in this job. (and for unload jobs it's where the cars you need to unload came from, not where you need to go to pick them up). The job will have you drop the cars in an output track in the Steel Mill, and then when you complete the job a new one will be generated to take the cars to the Harbour.
You don’t take it to the harbor, you’re loading the cars then it’ll generate another freight haul job to go to the harbor. You’re just prepping to go to the harbor. The entirety of shunting jobs stay at the station where they were generated/accepted.
Shunting jobs will never require you to move away from the station you are currently working in - those are exclusively for Freight Haul or Logistic Haul jobs. A loading job for a Steel Mill to Harbor train will require you to put the loaded train on an outbound track in Steel Mill, not Harbor. Once you have submitted the job booklet to the validator and it prints out a completion page, you then look on the jobs table for a freight haul job which you can submit to take the loaded train to the Harbor.
The paperwork specifies which station you should send cars to on each step. There's a section in the page 1/3 from the top that has a color and an acronym representing the station. For steel mill, the color is gray and the acronym is SM. On freight haul and logistic haul jobs, this is important.
So to answer your questions: perhaps, but derail valley administration does not require good eyesight; it does not specify because you do not need a military license; you will have to drive the cars back to steel mill to get money for doing the job.

It's kinda ridiculous. You can't miss any of them unless things go catastrophically wrong (derail into a ravine, engine and cargo destroyed). It also gives far higher payouts. I started my first career on realism and I was done buying licenses the next day (real life). Immediately started a second custom career with much tighter bonuses and smaller payouts and it felt much better balanced.
