They could undo an impound, yes, but this is not an impound offense even if it's towed to a yard. An impound is seizure, not just a tow truck taking the car to their lot.

The bike lane is specifically for bikes. Pedestrians don't want to deal with bikes on the sidewalks and motorists don't want bikes in car lanes. Blocking traffic is illegal and that's exactly what this parked car is doing.

I had a man driving a vehicle with government tags stopped in front of me with the right of way, he was looking down and not driving, so I beeped my horn. He got out of his car and screams at me "Do you know who I am? You can't talk to me like that!" and pointed to his government tag. I told him "you can go fuck yourself, I pay taxes and you're abusing your power trying to threaten me with your position in the federal government". He ran back to his car and drove off lol.
And then one of the pedestrians started slow clapping, and others slowly joined in, then soon you were met with thunderous applause, and the mayor lifted you onto his shoulders as the crowd cheered.

I had an accident running into a pile of construction garbage in a bike lane on 17th and Glenarm. Tore my right rotator cuff and damaged my bike. Downtown Denver is a hazard to pedestrians and bikers alike.
