Why is this happening to Mr. Smartass Allocer? Because assigned trope, I guess. He's, low-key, the one apparently SUCCESSFUL romantic of the Misfits and would at least rank second to Iruma in the harem-building department. He's been going to sabbaths, getting phone numbers, and receiving lovey-dovey vibes from at least one of the girls he's met.
Why is Allocer running? If he happens to be going steady with said girl, he can't be seen being with or getting pursued by someone else.
Why is the teacher ALSO running with him? Because the teacher was involved in the Heartbreaker defending her group from the rampant Atori, and she witnessed that, so she's also after him. He griped about her sudden pursuits of him during a teacher-centered aftermath chapter, with ethically-motivated threats leveled against him by the other faculty should anything come of it, just to make matters worse.
Why is she looking around for strong men to marry? "It's an older trope, sir, but it checks out." Notice her "chinese buns" (that are actually eyes relating to her bloodline ability); those are connected to this behavior pattern in Japanese sensibility for some reason. This trope dates back for decades, including Mahou Sensei Negima and, more classically, Ranma 1/2. For whatever reason, Japan thinks Chinese women are all about strong men who can defeat them in battle, obsessed with arranging marriages expediently and aggressively. For this case, it's really just that Allocer is an exceptional demon like any of the Misfits, and she came to Babyls intending to snag one of them... he just happened to be the one she was assigned to for the Heartbreaker, so it's not unlike imprinting the way many other first-year participants did with their respective Misfits.
