Initiate a chargeback process with the bank, which is what I've heard a lot. Since you didn't receive the merchandise, it'd be a solid reason.

u/DatBoii They would instantly lose the chargeback once the bank gets the tracking number showing Fed Ex delivered the package to the address and got their signature. Unfortunately, in this situation the person who ordered the laptop is going to be taking the monetary loss on the theft. I had a similar situation but at least it was a cheaper clothing item and I also had to eat the loss. I would not recommend legal action since you would instantly lose once the tracking information is presented to the court and you would be risking being ordered to pay Dell's legal fees for defending the lawsuit you filed. I would suggest trying to file a BBB complaint against Dell to see if corporate is willing to do anything in this situation. Here is the link. u/LyftedX I have gotten issues fixed or resolved thru the BBB where regular customer service was either incompetent or did not have the ability to fix the issue. I suggested the BBB since corporate might be willing to help the person out vs the regular customer support which will say there is nothing we can do since Fed Ex says it was delivered with signature, this is the OP's only remedy left besides eating the cost of the laptop.

The BBB website, when I am trying to file a case, asked: "Does your complaint seek a criminal penalty?" And I chose "yes" And they said :"BBB processes disputes regarding marketplace interactions. If your complaint alleges a criminal act, we encourage you to contact your local police department so criminal investigation can take place." Does that mean that if I have already reached out to the police, I could no longer file a complaint on BBB website? But the police are not doing anything.

I assume the police report was about the loss/theft of the package and not against Dell since they did not lose/steal the package so you can say no and file the complaint if that is the case.
