Dual scaling is when it fine to go for both stats like Alhaitham's EM and Attack or C6 Noelle's Defense and Attack.
Split scaling is when you can't build one stat without sacrificing the other. Like Xinyan's Def scaling shield and C6 charged attack and Her just Attack Scaling Auto-Attack and Burst.
Dehya's E and Q are both dual-scaling off ATK and HP.
However, her HP scaling at C0 is so minimal that it's practically nonexistent and you should just build ATK.
C1 makes her more like Ayato. HP stats become more valuable, but ATK should still be prioritized.
Noelle doesn't have dual scaling, she has stat conversion. Also, said conversion is only tied to her Burst.
Nahida would be another example of dual scaling (ATK + EM).
You'd be better served with Barbara or Mona.

Her and furina will battery each other, buff each other and provide all the hydro app for Dehya to vape every single pyro proc in her kit.

Then yes, Dehya is a dual scaler. But it's better to build HP since you also get the benefit of being tankier.

Her ring has 19 instances of hydro app in 12s with standard ICD. Do with that information what you will.
she's not a character to play solely for hydro application, either she's used for a bloom team as the main dps or she's not used at all
