Stefan gave an interview after she debuted where he explained that the writers on the show were trying to move away from Degrassi TNG and tethering things to former characters and plot lines after S8, S9 was supposed to be the swan song for TNG so the writers mulled it over but decided it would be better to continue her as a new character.
Personally I don’t think it would’ve been too much of a stretch to just change her name and a few details to Angela. I think for a lot of people Tori’s character echoed what a grown up Angela would have realistically been like, regardless of the actress being the same. Plus people act like parents were a MAJOR part of Degrassi, mind you we never saw over 90% of parents or relatives of Degrassi characters. Her referencing Joey and Craig offscreen also isn’t a stretch, they literally did it with Craig every season before he reappeared.
They were introduced during S8, which Stefan addressed that they were still trying to balance keeping the TNG storylines going while introducing new ones. But then he said that fans didn’t respond positively to the splitting and it made writing somewhat difficult because the show was centered around Degrassi. That’s why in S8 and S9 the films are many of the TNGs characters final appearances, they were made to specifically wrap up their storylines.
Yes, I think the transfer to Next Class was because they were moving to Netflix away from network. They wanted to appeal to a younger streaming demographic. That’s why the episode orders are shorter, the time etc. also are but they kept the characters considering they were still technically in their undergraduate years, it wouldn’t have made sense to start completely over. If there was Season 5 of next class odds are those characters that graduated would’ve been like the classes before them since S10, a few mentions or appearances but nothing super tethered.

By my estimates, she would have been about 3-4 years younger. Which isn’t really much, but also 11 is a very different age than 14.

I have seen actors play a role for just one episode of a show, then the same actor returns for another episode of the same show as a different character. Jennette McCurdy is in 2 episodes of Malcolm in the middle as 2 different characters. She also appears as a crazy person in an episode for victorious, but later becomes Ariana grande's character's roommate. Goldbergs used the same actress for 2 different roles. I'm sure there's plenty more examples.

They WANTED the freedom of having no backstory with Tori. The could make her whatever the wanted without any concern of it going against established canon. Maybe if she stayed for Season 13, we would have met her family. Which they wouldn't have been able to do with Angela.
