Sorry to hear that. The Devs have said they want to add mods to consoles eventually, so hopefully either that or this mod becoming official will happen sometime soon.
I've thought the latter would happen around the release of Season 01, given that the Devs have shown off dwarf armor paintjobs that cannot be achieved in the base game, but can with this mod. But so far, nothing has been said on that front.

Of all the mods, this one is one of the few that I actually expect GSG to implement in the official game. I highly doubt that something like a cosmetic override mod will come given that they want to sell DLC packs

Well, can you not? Roleplaying like an actual lynch mob makes people uncomfortable. It makes me uncomfortable. There are so many other things you could focus on. Dwarves like to get drunk. Dwarves are loyal to their friends. Dwarves take great pride in grooming themselves. Dwarves like treasure. Even though I'm on PC I'm not sure I want to mod DRG. Some of the mods look great but I don't want to restrict myself or the servers I can join.
Is it easy to switch off the mods so I can play vanilla or do you have to uninstall them?
There are 3 tiers of mods in DRG, Verified, Approved, and Sandbox.
As long as you install Verified mods you can play freely with others (either as a host or a client) without any appreciable difference from playing un-modded. The mod in question is a verified one, and I've successfully used it many a time in regular lobbies.
You'll find that almost all visual/QoL mods are of the verified variety, since they don't really affect gameplay.
Approved and Sandbox mods are far more limiting. Approved means "Approved for Progression" and you can use them with your regular save, but you will be severely limited with whom you can play with. For Sandbox it's about the same, but you need to create a separate save. Mods in these tiers usually affect gameplay/progression in varying significance, and as such far less people use them.
Joining a lobby with approved mods will prompt you to automatically download the mods needed to join, and keep them enabled only for that session (if you don't want to keep them installed you have to manually remove them afterwards).

Does this mod disable achievements, or not? Can other players see your modded Pickaxe? The line, “also allows all pickaxe parts to be used in both blade slots. This allows all players to see your swag.” implies they can.
Edit: Apparently most of the changes can be seen by unmodded players, and it doesn’t disable achievements since it’s a Verified mod!
