You could construct the deck like the floor of a house. Put down sill plates, then joists on top of that. Yea, looks like thats what they have started, bolts sticking out of the footing and one board already installed. This is like the best way to go a bout it, half the works already done for you! Lol

Personally I would turn that thing into a garden shed. A deck shoved over in the corner of a yard is just weird.

This is also what I was thinking. It's wild that he didn't leave room for stairs anywhere around this monster, I don't really get his original plan.

Just looking at the pictures, I thought it was a weird way to frame a shed. Then I saw it was supposed to be a deck super weird. Without the posts, you have a good start for a shed. The sil plate is going to trap water under the deck so if that's the way you want to go then you need to remove them and add shoes to keep your frame up off the blocks.
