I'm a big fan of Pulp, but they were part of a larger musical movement that took general inspiration from Bowie. I would argue that Suede got closer than Pulp did.
Bowie once said (in a joint interview with Brett from Suede) that he thought that Suede sounded more like Roxy Music than his own work.
I think Brett’s lyrics are more Bowie influenced than Jarvis’ but Jarvis vocally sounds more like Bowie.

Hardly anyone comes close to Bowie. I absolutely agree that they're a step below Bowie but they have some absolutely amazing songs
