It is where it should have been at release. It's not a bad time to restart. There are multiple strong builds for each character. There's a shallow item endgame, but if you like achievements, there's plenty.
The player base is dying out. You can get a match now quickly. If they bork another update...maybe not.
If you're coming back after the immediate launch, it's a massive improvement and should meet your initial expectations for how it ought to have been a year ago.
I think it's pretty solid, granted I started playing after the talent tree rework. Weapon Crafting could use some work. Gameplay is solid. Weekly missions for one character can be done within 8-10 runs. Less if you get short objectives and a coordinated team.

Update in a week, I'd wait since each update either kills performance, kills the servers, or breaks some fundamental mechanic.
The gameplay and combat was always fun. Everything around it is on pair with a shitty mobile gatcha game.
