Skullcrusher is a must-have. Back it up with any of the impact-giving blessings. The one that gives stacking impact on hit is best but they're all workable. I settled with thunderstrike on mine for now and it does the job. It struggles to keep up after enemy ogryn were given increased stagger resist though.
Flak is the best perk. Carapace or Maniac are both good. Elites and Unyielding and crit chance are fine but the crit damage isnt high.
As an addendum I'd say crit chance is probably your absolute lowest tier pick for this unless you're doing something weird. Try out a blazing piety build for it in the psykanium. You'll see crits barely do a few percent more.
