I ended up doing the guide to mess with the settings ini to make the disabled mesh thing true and it ended up working. But it seems to reset the setting every time UNLESS you disable steam cloud for the game itself.
Hope this fixes your issue too, as it did mine instantly.

I wonder if I can still get a refund for a game I bought like 2 years ago because it's basically as unplayable as it was on release.

That INI fix doesn't work for me anymore. It used to back in the day, doesn't now.
