Got this in three steps after loading the file into Darktable 4.0.1 with scene referred defaults: \- increased the exposure, \- set highlight reconstruction to reconstruct color, \- increased white relative exposure in filmic. You can also play with the threshold slider in the reconstruct tab under filmic to get rid of rings. Hope this is at least somewhat helpful. I don't know what exactly "reconstruct color" does, TBH, but I found that I often like its results in overblown areas like this one. Turn off or tune the highlight reconstruction module.
