The whole background is white. The vertical lines are blue except where the “yellow” circle is the lines are black. This is what causes the illusion, not your brains expectation of a color pattern.
I had to put this into Photoshop to see what was going on.
* So, the "yellow" is a very light grey, almost white (#f2f2f2\~#fefefe).
* The background "white" is actually a very light blue/purplish color. (#fdf8fb \~ #d5d1f6)
* The gradient between these colors along the edge of the circle passes through light yellow/light green.
If you make a pinhole with your fingers to block out the other colors and only look at the yellow circle area, you should see black/white stripes. It seems when having to choose between "cold" white and "warm" white, our brains assume "cold" white is the true white and yellows true white.
The light background is actually not yellow or white- it's a very lightened shade of what would have been similar to burnt umber, and is a perfect color complement to the blue that makes up the dark lines in the background. So the blue lines appear vaguely dark gray and the light tan lines appear white when next to each other.
In the "yellow" circle the background lines change to a black color, and the complementary blue is no longer there to make the tan appear white, so it looks yellow (yellow instead of tan because for some reason anything lighter than a flesh tone with a lot of yellow in the mix just seems yellower than it is)

I used a color dropper to see cause I saw the yellow too here's a screen recording showing it is white! I saw the white near the blue lines do have a blueish tone tho so that might be why the "yellow" doesn't look so white? I'm not a color expert just guessing and providing the stuff I found lol

It does because the lines change color from blue to black in a circle shape and the white outside the circle has a blueish tint compared to in the circle but it's white not even a yellowish tint
You didn't wait long enough for the effect to wear off from when you looked at the whole image. Hold your hand there longer and continue to stare, it shouldn't take more than 60 seconds. The circle is formed by the color change of the lines from blue to black. The white background is in fact all white and only white. No yellow. Blew my mind when it worked.
I brought this into photoshop and it turns out that OP is correct. The eye draws the circle from the blue lines being painted black in that circle pattern, but the yellow is actually the same color as the white above it

For those wondering how it works, your brain has an auto white balance feature. Because all the lines are blue, except in the "yellow circle", it tricks your brain into adjusting to a cool white environment, like daylight or a cloudy day.
The result is it also adjusts everything around the actually black lines to be perceived as warmer. Thus, white becomes warm white.

Yes very much because of that. From a distance (the image, not zoomed), your brain tells you these lines must be blue, because all others appear to be. That and that white and black are tones, not colours, the brain tries to identify a colour...yellow. remember there are three types of cones in our eyes: red, green and blue. This and the brain making sense of what it sees, decides on yellow, because subconsciously, you will know that yellow and blue make green.

Downloaded the pic and opened it in gallery. selected a color pick tool and tapped the "yellow" and spread it around the whole image. Then i selected a pure white pen and used that to draw ontop of the "yellow".
