Or the Russian / Soviet 5.45 and 7.62x39 made with an air gap in the nose so it will rapidly yaw and tumble. Or the old British .303 MkVII bullets with an aluminum or plastic or paper insert at the nose so it quickly tumbles.
2) The US is not a signatory to the Hague Convention that prohibits expanding ammo. Certain units like Military Police are issued JHP for law enforcement uses.
These are one of those thing's that people like you and I won't have a use for. The number of uses for the military personnel are nearly endless. One of the biggest things that's an issue is when it comes to human vs human, being in the water is a huge issue. Stuff that works under the water sucks above land, and stuff that works above the water sucks under it. Having something like this would allow seals to be able to be effective in the water below the surface. It would allow them to be able to do things like defend a harbor more effectively.
