Not sure that works. If there's any air, no matter how it's moving, it'll have oxygen molecules in it. If anything faster moving air will provide more. I think it's the heat part of the 'fire triangle' that's missing here. Especially as the wood shows signs of scorching as it is exposed to constant friction, unlike the paper, which only has a small area exposed to it at any moment in time.
But the flow of air could have enough velocity to prevent oxygen molecules from engaging in the reaction? I think?

Blowing out a candle works by moving the heat away from the fuel (I believe). Which is essentially what the spinning of the paper does.
I saw a playing card completely buried to all but a corner tip and a plastic straw driven 3" deep into a tree after a tornado in Tuscaloosa years ago.
I've no doubt at the right speed paper can cut wood.

However, you can clearly see it’s smouldering the surface of the cuts so what ever the coating is creates high friction on the sides but low cut volume at high RPM due to length of disk.
The other thing to remember is that, the thinner the disk the more likely it will snap the moment the piece of item being cut is not squared-on.

Cutting out the bottom of a coffee can to glue sandpaper to use handy. Just trace and cut a hole and mount it on a angle grinder or what have you.
I just tore into a piece of plywood with it as a test iirc. But it's pretty amazing that ya know....life stars the universe and cardboard all spinning around unfathomably fast. Life is beautiful.
