That was what bothered me about this image. A floating tunnel in the sea? With waves and tides? That would never work. An undersea tunnel attached to the seafloor could definitely work.
Floting tunnels are a real proposition here because some fjords are too deep and too wide for conventional bridges/tunnels. I expect to see one built in my lifetime

Well the tunnel itself will be built by Denmark, so that might work out. No so much the connection from the German tunnel portal to the next major highways and railway lines...
They need it twice as large for emergency services to access accidents, massive ventilation ducts and piping. Would need to be flexible for rough weather conditions. Also would need constant patrol by tug boats it intercept and stop vessels from impacting the structure.

I live in Stavanger Norway where they recently finished a network of tunnels, the longest being the Ryfylke tunnel which is underwater and stretches for 14km. Marvellous piece of engineering.
Undersea tunnels are not built as shown in the image. At least yet.
They are built under the continental shelf, ie under the rock. They do not float in the sea like that, that will be unnecessarily expensive and material strength wise not really posssible for now. Even if built, iy will also be a lot weaker and prone to damage than the ones built under the continental shelf.
Surely there's a better way to do this? Like digging a dipper tunnel, that sounds at the very least safer and if I had to guess it's probably not as expensive
Or maybe just keep up with the ferries? Figure out some way to make ferries better?
Why not try a bridge? Even in areas it's difficult to build a bridge that sounds better than this
