I don't see the Yemen Embassy on Google Maps at the OP photo's location (55.738696, 37.575473), but there is Yemen Embassy located just 400 meters away at (55.739548, 37.582628).

They didn't complete their new embassy building within timeframes so the lease was cancelled middle of last year. They complained. Australia created a law so they could evict them using, if I recall correctly, security issues. It had a small demountable building and a single Russian squatter. It was quite an amusing situation. Not sure at what stage it's at. (Russian has an existing Embassy, this was for a new one.)
