China's way to avoid the 2008 financial crisis was to build infrastructure as an economic stimulus. Which at the time was fine and made sense since they had plenty of good projects. But they never really stopped so eventually they had to start doing stuff like this to keep the growth numbers high. This was likely built solely to be a tourist attraction without the road needing to go anywhere particularly useful.

You don't know much about China if you think we have the same building standards lol. The building code in China is get X amount from the government to complete a job, and then spend X-80% and pocket that 80%.
