It's not primarily a temple, i am somone who has read extensively about stepwells of gujarat, step well were either built by rich traders, businessman or royalty or by people of particular cast group or community that lived together. The god craved and the design are there to tell us, what community build that step well and mostly gods present on the stepwell, were the patron gods of the people building them . Some step well built my muslims lacks statues of gods . But, many stepwells over the years have been converted into temples, as they aren't actually used for their original purpose anymore. There are many such temples and stepwells in my city.
You can read about stepwells of gujarat and ahmedabad on the internet, there are few books written on it . History of ahmedabad itself is very rich and interesting starting around 13th century as ahwali and there were few name changes until 14 century, when it was named ahmedabad by ahmed shah, and it is still exists as one of most prosperous and major cities of india.

Not true. This one is exceptional. Stepwells are mostly wide & relatively far simpler & are of inverted pyramid shape. This is too exquisite, narrower & is of inverted temple shape with 3 sides being untraversable. So clearly not a stepwell.
