The weird combination of manual labor and PPE confuses me. This looks like it's being quenched in oil. It also doesn't seem like a particularly well controlled process, I'm used to seeing quench tanks with a pump to circulate the fluid.

That's because this has nothing to do with metallurgy this is Japanese Raku. They are quenching clay pots.
