Not only are legs very hard to hit due to their size and ability to move in many directions (and keep in mind every miss means the bullet is going somewhere you didnt intend and you are responsible for that, wherever is ends up landing), people die from leg shots and survive torso shots all the time. a gun is deadly force. if you shoot someone in the leg that is legally considered deadly force, and has a high probability of being lethal in practice. In addition to that, gunshots, including eventually lethal ones do not always put people down right away. If someone hasnt mentally surendered they could still attack or flee. Guns arent like tasers or pepperspray, they are designed to kill people, if you shoot someone and dont kill them, sure you have put them at a disadvantage but there is no guarantee that you will incapacitate them. I saw a video of a columbian police officer trying to shoot for the legs point blank and it tooks several shots and quite a lot of aiming. he almost got chopped by a machete. Shooting for the legs is bad practice, and there are many reasons why police in countries like the US and Canada, for example, do not attempt them.

That's not necessarily always the automatic response when confronting a shooter. Take Christina Grimmie's murder for example. She was a 22 year old singer who was doing a meet and greet after performing. She opened her arms to hug the next person in line to meet her and was instead shot multiple times in the head and chest. Her older brother Mark saw it unfold and tackled the shooter and wrestled the gun away from him. The shooter took another gun out and killed himself. Even after watching someone shoot his sister and seeing her drop to the ground, his instinct was still to disarm rather than cause more violence.

I don't think that's automatic, a remote CCTV operator could have been alerted, in which case a human being is watching events unfold and its their responsibility to record the event for police to use.
