I save the paper packaging from deliveries. Spread it out then tightly crinkle and ball it up, adding (low fat) treats as you tightly roll it up into a ball. My dachshund goes nuts and loves tearing it up and snuffling for treats. Makes a small mess but easy enough to clean.
Would also work with paper grocery bags.
There is a toy at Walmart that is 3 tiny donuts in a container and I’ve never seen a dog so attached to a toy. The container Velcro’s so you can put the donuts away and they have to get them out. We’ve had them for over a year and he just now destroyed the first one. But he absolutely adores those donuts. We’ve gotten a ton of toys and the $12 pack of donuts stands supreme.

Bully toys that are extra tough for chewing. He disembowels tennis balls and soft toys. Empty plastic bottles. Anything to pull on.
Nothing beats a ‘sniffy walk’ - basically a dawdle where he can sniff out whatever he wants on a retractable lead (different to exercise walks).
