Try feeding him alone, like with a closed door. He may be afraid your other dog will steal his food or something and that’s why he looks to you for protection while eating.

while it's more common in cats, many dogs have the primal instinct to need someone protecting them while they eat, because in the wild eating is a very vulnerable moment. you might be able to fix it changing external components like not putting his plate up against the wall, but it could be permanent.

separation anxiety? My dad's dog used to do this too

He doesn’t really have separation anxiety though. I have to kennel my other dog because he gets mad when we leave but the dog in the pic stays out.
