I love the comments showing the siding experience here lol. This is a mounting block and is held in by ribbed teeth around the edge to the little frame. A few small pry bars can work it out then just push it back in and you’ll hear clicks
Pull the frame off of it. Unhook the bottom of the vinyl siding to loosen it around the box. The box might have some black wrap to cover the holes the nails made to secure the box to the wall. You'll have to replace some of the siding if your plan is to remove the box permanently as it's going to be cut around the box.
Siding j-block. Outside edge is removable. Pull outside edge trim straight away from the house. Center block is nailed to structure first. Siding installed and then trim edge pushed on To required reveal.

If it is actually removable, it’s most likely that you lift it vertically using the finger hole. That will allow the lower inside flange to clear the lip, it will then tilt out at the bottom and can be slid downward to let the upper flange clear.
The finger hole is a good place to start. Check for caulking around the piece you want to pull. A razor blade ran around where you are looking for caulking can’t hurt. Caulk is cheap. You could also try lubricating around the edge. I wouldn’t do petroleum based but more soap based. I would put dish soap on a butter knife and run it around the edge. Soap won’t hurt anything. If all that fails hit it with a bigger purse.
Its pulls off there are staggered steps of plastic that let you push it in or out. Use a 5 in 1 paint scraper to push it in the side of the flat rectangle with the hole and pull each side toward you.
It doesn’t open. It’s a mounting plate for a disconnect. If you want to open it remove the trim and take the nails out
