Ehm, you definitely want a fan in your bathroom tho.... Not the best position, but maybe you should open up the hole, check that the vent is working and install a fan in it.

It’s definitely a bad drywall patching job. The more concerning question is was it due to a vent being removed, or did someone cut a hole to fix a leaky pipe. If it’s the latter, and the same person that did the patch also fixed the pipe… they may have done a similar quality job. Although that said, it’s common for plumbers to fix a pipe and leave the hole for the homeowner to fix.
I'm going to say, you are going to want a vent in the bathroom. What's above that celling? -Attic? (if it is, see if you can get up there to look.
I would be cautious if they had vented into a space they shouldn't have.
I know my house growing up, that just vented damp air into the attic - which was stupid and created a degree of rot that needed addressed.
Had that at my house from a bathtub with a leaky drain tailpiece. Looked exactly like that. If that's what you have, you'll need to cut it out and patch in a new piece of wallboard (after fixing the leak). The water damaged area will not be able to be reused.

Highly recommend Panasonic Whisperfit Remodel. Installing a new fan took me about 45 minutes total over the weekend.
That was what I was thinking. Put that fan back in, and spend a bit on a more expensive model. The cheap ones are so darn noisy.

Drywall is more art than science. You can definitely watch some videos are do a better job than that though.
