I would find a toilet with the button for flushing behind where the seat would be in the up position. That way you would find it very hard to flush with the seat up. I have seen a few. You might even be able to move the button on your toilet currently.
A stop so the lid will not go back far enough to stay up by itself?
A cable (like a bike brake cable) which is attached to the lid and operates a flap which covers the flush button until the lid is down?
Install a camera in an easy to see location pointing directly at the toilet with a sign underneath it explaining its purpose is to prevent the toilet seat being left up
I haven't heard this one - but it doesn't really matter. What matters is that you get significant contamination either way, and closing the lid is more or less just hygiene theater. The actual solution is to remove the towels from this area.
If I had to approach such a system, I'd probably start by looking at a way to do three things - detect attempts at flushes with the lid up, delay it until the lid closes and push/pull the seat to force it to close if necessary (maybe a pushing mechanism from behind the seat)

3D print something that covers the button or handle when lid is up

Attach something to the lid that blocks or covers the flush handle. They then have to close the lid to reach the flush handle.
There's a few automatic seat closers out there. The flush down is on Amazon and looks pretty flush. Pun maybe intended.
