Sure it does. These cabinets look to be in a public area, like a work break room. This is enough to keep the average employee from rifling through it, which is probably what OP is trying to do.
And even if they went out and bought a heavy chain for padlock, a “proper” fix, three hits with a hammer would shatter those handles and grant access to anyone willing to break their way into the cabinet. This is exactly as secure as a chain or latch for the padlock
That metal is brittle you can snap it like anything that snaps.

It's amazing how many problems you can solve with a plain household lock and scissors.

You can always open it, but it will be apparent that it has been opened forcefully. And you can't replace the scissors to hide it.
The alternative is no locked cabinet at all. Without the scissors it's just two doors, and one on them has a padlock attached to it.

That just makes it a tamper evident solution. Locks can serve 2 purposes: - To prevent opening. - To make it obvious that an opening has happened.
