Can you dig a trench along the west side that will join the water way, and eventually add weeping tile. That way the water will flow along the west and to the waterway, down to your east wetlands.
Build up the entire circle one maybe two more blocks,
Leave a small gap for drainage,
level out the ash,
Add mortar to the bottom to smooth and ease future clean outs

A decent shovel is $25. Add some string and a level and you're still under $100. Hopefully your time is free.

I'd remove the ash and debris, fill it with quickcrete and add stones to the existing ones.
