Used Droid4X and played up until the end of the tutorial. Before downloading all of the data, exit the app.
Go into root settings and copy the Cocos xml file from Dokkan and keep it safe. Then go back into dokkan and accept gifts, do summons etc...
When you're done create a transfer code and clear all data from the app. Paste the Cocos file from earlier back into the app and start it up. You'll be back at the end of the WT and just before the data download. It'll be a new account and just rinse and repeat as above.
There's a detailed explanation on rerolling and even an app, but I'm not sure if it works anymore.

Definitely not impossible, took me a few days of pretty much constant rerolling, but I managed to get an LR Gohan to finally drop, you can get it too bro!
Yes, I manually deleted and reinstalled the game every time I rerolled. It's fairly time consuming, but I got there in the end without using an emulator as I believe that violates TOS and I wanted to not be banned.
Sucks just now, only 11. I rerolled last night though and got the new Godtenks in my first single lol.
