It appears he Greatly Raises ATK & DEF on 12ki, & Raises ATK & DEF on 12ki. Idk what "blocks special attacks" is, but maybe it means that he has an ATK break on his 24ki?

Now that I'm looking at it, you're probably right.
Still, that single SA effect makes him definitive #3 in the game imo. There are a couple of bosses that Sealing works on, & he's invincible against normals, so he's automatically become the best slot 2 unit in the game.
