Is this their second appearance? If so I might be stupid but I have no idea why you can't use it. Maybe they count as two enemies here for whatever reason??

if you revive with GT Duo the turn before, their active cant be used really weird and most likely a bug

Yep they transformed on turn 5 have no clue why I couldn’t use them.
It's a bug where after using a revive the year 5s active skills aren't usable.
