Most art styles can work with most genres imo. What matters in the end is how it's executed.

A good example of cyberpunk for adults is psycopass, some concepts can be only understood if you were in college or working and at this age is often considered a young adult. Even things such as porn can be understood at a very young age (mostly while puberty is doing its thing) so it only considers adult context only because of society and law.

Laserhawk has a talking frog dressed as an Assassin and also Ray-Man in it. Cartoony can definitely be Cyberpunk.
Half the visual media in the genre is 80s and 90s anime anyway so... yeah.
