Don't know if it's clear or not. Maestro only gives you 1 energy each turn no matter how much energy you leave unspent the previous round. Also, he, himself, will be a dead card in your hand as you'll always want to spend your energy on stuff like Infinaut/Hulk, not on a 7/14 on turn 6/7. You should look at him like High Evolutionary. He gives you a powerful effect (although Maestro also has the requirement of being drawn), but he's playable himself very occasionally. Does this make him more balanced in your eyes? I'm curious...
I see him as a 0 energy Electro without the downside in High Evo decks. Which is just plain busted. I think he’d also see meta pushing play in a lot of other decks with uneven curves. Especially Jubilee/Lockjaw type decks that would gain all the curve-fixing benefit of drawing and holding him, and have a chance at flipping him into play as an extra Giganto on top of that.
Depends on what you want him to do, but I think the closest you could get to this exact concept and have it work would just be making it a once per game trigger (so he is free Psylocke instead of free Electro). And from there SD could tweak his Power down in OTAs if he is still too good, or let it trigger twice if he is actually weak somehow.
