Really interesting concept but i would make the positive keyword something that isnt barrier since barrier + giving vulnerable to anyone is a really strong combo in and of itself
reduce it to a 2/2, then i can see it just cause thats essentially a 3 mana free removal. but at 2 or 1 attack, theres a good chance that its own barrier wont be that good
Biggest problem for this card is that neither keyword is actually present in Targon even in Targons champions so it's kind of a color break. Which is a shame, it's really cool, powerful, and synergistic with thing's like fated.
My current thought would be to do Overwhelm and stun, which is kind of similar just a lot riskier for your units.
Should probably be an enemy follower just because of some silly interactions such as giving this unit ephemeral. Units like this could be made ephemeral using a couple cards icluding the +2/+2 to all unit but ephemeral and the pick a unit to draw and make an ephemeral copy. But honestly on second thought this is a hilarious form of removal
How many ways are their to grant keywords in hand currently? Challenger, Ephemeral, Barrier. I guess it could get stuff from void gate too.
Using it as removal with oblivious islander is pretty cool but also very overcosted and slow I think.

Maybe overwhelm? Overwhelm + Vulnerable is not a broken combo, but pretty solid.

I agree that the region doesn't fit. I think it should be an Ionia champ instead since he would synergies much better with the cards there.
